SOX

SOX was sold as the way to prevent future market bubbles and crashes. Obviously, in addition to imposing huge costs, it utterly failed to deal, not only with some indefinite future, but with problems that were already brewing at the time SOX was enacted

SOX per se is not the problem here. The real problem is that SEC for the last three years was busy "simplifying and streamlining the reporting to help companies to save money" instead of strict enforcing of its own reporting policies and regulations.
Хотел написать по-русски, но не смог :( Просто мне так по-русски уже не сформулировать. В общем, не в SOX проблема, а в том что SEC занималась три года не своим делом - вместо надзора за правильной отчётностью пыталась съэкономить деньги компаниям.
