А зачем дорожным полцейским дают "палочки", полагаете они ими проезжающие на красный свет машины по рёбрам жёсткости и бамперам лупцуют? Зачем маршалам до средины прошлого века выдавали маршальский жезл - от противника в рукопашной отбиваться? ;)
