В Китае нет культуры производства. В СССР не было тоже, но были левши. Сейчас ручные технологии утеряны. По крайней мере, разрыв контактов с Украиной сильно ударил по военпрому, а импортозамещения не получилось.

Почему китайцы не делают турбины - не знаю.
