vit_rA resource is something that could be used to produce goods or services. And anything that could be used to produce something may be considered as a resource. Many hidden processes could be easy to understand if we follow the money.
For instance, the dishonesty is bad and immoral but this is an important resource in modern Russia. The trick is very simple.
Please imagine a small store. Honest customers take their goods, pay for them and leave. The store owner pays salary for one store clerk and keeps the prices low.
Let's add a bit of dishonesty. Some customers take goods and leave without paying. The store owner must raise the prices to compensate losses.
Now honest customers pay not only for the items they were willing to purchase but also for the items that were taken by the people with a greater level of dishonesty. The sales volume grows. From the point of view of the state statistics this improves the GDP.
Let's raise the level of dishonesty. The amount of goods that had left the store but was not exchanged for money rises and the store owner is forced to improve security. This leads to purchasing of a surveillance system, what raises the profits of companies in security industry. The store clerk gets additional responsibilities which automatically leads to raise of wages and the government statistics look a bit better. Finally the store owner hires a special person. This is usually a big muscular man whose only goal is to guard the door and to block the flow of unpaid goods.
Dishonesty creates jobs!
Security guard is a popular career for many men in Russia. A lot of people depend on the high level of dishonesty and would be jobless if it falls.
Finally we can consider the best strategy of a security guard from our sample. His goal is to show the store owner the importance of his duties, secure his job and maybe get a pay raise. This means: he must catch more thieves and prevent more thefts. The guard is not able to raise the number of customers. The only way to reach his goal is to raise the level of dishonesty and its concentration.
Do not be fooled with wrong words. Customer satisfaction is the responsibility of a sales clerk. Store profits are important for the store owner. The business model of a security guard consist of potential thieves, caught thieves and thieves that were successful.
Potential thieves -- customers who take goods to pay for them before leaving -- are not interesting for the goals of the guard. This means, he loses nothing in case they interrupt their purchasing process because of an obtrusive surveillance or never come again after a false accusation. In the contrary: the lesser amount of insufficiently dishonest customers makes the real thieves more prominent.
People whose goal is to take goods without paying for them are not displeased with a security guard. In the contrary: there is an interesting psychological effect which turns the whole situation into a competition. The thieves-to-be consider the presence of a guard as the game rules. Their goal is to outsmart the man who tries to prevent them. This is exciting. They try to win the most valuable trophy or return again and again to repeat their achievement.
Even if they were discovered they could hope to win in running. Most Russian people will cheer for them or at least would not disturb the show. This is one of the features of the Russian mentality that Europeans do not understand. The other one is the laziness of the Russian police in such cases.
Of course the store owner would be not happy when the numbers of customers significantly fall and the number of attempts to leave the store without paying rises from one of thousand to one of hundred and then to one of ten. However this is not the concern of the security guard. Even if the owner closes the store, the security guard will be the last person to be fired. He is measured by the price of potentially stolen goods which could be significant even when sales volume falls to zero.
In such case the former security guard would blame the rise of on-line shopping, the incompetence of sales clerks and the dumbness of the owner. He would say that he had fulfilled his duties -- prevention and detection -- honest, responsibly and in the best possible way.
A reliable security guard is a good candidate for many open positions. The number of people employed in this industry in Russia is estimated as 1.5 millions or about 2% of the work force of the country.
Indeed, the dishonesty creates in Russia as many jobs as oil, gas and other mineral resources together. Unlike them this resource is renewable. If we consider how the Russian mass media and its school system influence next generations, we could predict with great confidence that the reserves of dishonesty will steadily grow in the future.
I hope you have understand the idea. If you consider a specific case, it is better to forget the "obvious" goals and to discover personal benefits. A damage for one person or for the whole society could be a resource for another person or for an organization.
Errors, defects, falsifications, illnesses, stupidity, aggression, fear, students, subordinates, or even bosses -- if you understand that something in the explanations about them is off, call them resources, discover real personal benefits of the person who tries to deceive you and follow the money.
Do not expect to find great profits or great villains. The money you follow could be ridiculously small and the career benefits could be insignificant. Even when the harm that was produced by the misuse of "resources" is enormous.

- платные подписки опсосов. На хабре читал коммент, что применительно к мегафону это выгодно какому-то чуваку в их топ менеджменте. Для всех остальных участников это головная боль и репутационные фейлы
- микро финансовые организации. Грабительские проценты, а в особо запущенных случаях - оформление онлайн по скану паспорта. Это узаконенное мошенничество, борются с ними не слишком активно. Сюда же впаривание страхований жизни и накопительных счетов в обычных банках
- в недобросовестных платных клиниках любят гонять на сдачу анализов и консультации у лишних врачей. Ортопеды могут предлагать решить проблему операционным путем, естественно, с кучей затрат на саму операцию и реабилитацию, в то время как в нормальной клинике выпишут бассейн, массаж, лфк и физ. нагрузки

Вы имеете в виду чоповцев, которые стоят в РФ на проходных фирм и дежурят в тц/супермаркетах? Их полтора миллиона?
Угу. По крайней мере, по тем оценкам на 2018 год, которые более-менее правдоподобны. Были и те, где считали, что их больше двух миллионов или каждый двадцатый трудоспособный мужчина.
Про криминальную природу охраны и про взятие Метро в Донецке я решил не писать. Это будет в приложении.

Про врачей я писать не буду, потому что я лицо заинтересованное.
Во-первых, интересно то, что я узнаю по закрытым каналам или из врачебных журналов. А вываливать это на свет неэтично.
Во-вторых, жена тоже любит "гонять на сдачу анализов". Потому что гораздо лучше для пациента выяснить развивается ли болезнь, чем потом бороться с результатами. Даже, если "массаж и бассейн" на ранних стадиях снимают симптомы, а лекарства стоят денег.
Кстати, швейцарцы очень любят лечиться травками. (И я могу доказать как глупость такой позиции, так и её необходимость, потому что тут тоже всё неоднозначно.)
В-третьих, отличить добросовестных врачей от недобросовестных могут только специалисты. Тем более, что к ней часто приходят одним диагнозом, а уходят с другим. Вполне возможно, требующим более дорогих таблеток.
В Германии красно-зелёные просто начали травить врачей, используя словарь созвучный известному делу в СССР. Во многих случаях врачу проще не лечить пациента, чем отчитываться потом перед следователями, почему они допустили перерасход средств.
С охранниками всё однозначно. Особенно, в российском варианте.
